LONG-TERM PROGRAMME OF IPP – NRI

“Protection of cultivated plants with the consideration of food safety, reduction of yield losses and threat to humans, farm animals and the environment” for 2011-2015
 

General principles and aims of the Programme

A legal basis for the development of the Programme is the article 136, s. 2 of the Public Finance Act of 27 August , 2009 (Monitor No. 157, entry 1240 with latter changes).

The programme mentioned above is a continuation of the earlier programme approved under the Act No. 260/2005 of the Ministers’ Council on the established long-term programme “Protection of cultivated plants with the consideration of food safety, reduction of yield losses, and threat to humans, farm animals and the environment” for 2006–2010 currently in progress.

The aim of the recent Programme is to achieve the goals of the Public Administration especially for the Ministry of Agriculture and Rural Development and  Plant Health and Seed Inspection, to support work in the area of crop protection and food safety. The programme will fulfil the requirements of the European Union regulations defined in:

1) Council Directive 91/44EEC of July 15, 1991 concerning the entry of  plant protection products into the market (OJ L 230, 19.8.91. p.1 with latter changes; Official Journal of the European Union – Polish issue c.3, v.11, p.332) hereinafter referred to as “ the Directive 91/414/EEC”;

2) Directive 2009/128/EC of the European Parliament and the Council of 21 October 2009 establishing programme to achieve the sustainable use of pesticides (OJ L 309, 24.11.2009, p.71) hereinafter referred to as “the Directive 2009/128/EC”;

3) Regulation EC No 1107/2009 of the European Parliament and the Council of October 21, 2009 on the entry of plant protection products into the market and repealing the Council Directives 79/117/EEC and 91/414/EEC (OJ l 309, 24.11.2009, p.1) hereinafter referred to as “the Regulation 1107/2009/EC”;

4) Council Directive 200/29/EC of 8 May 2000/29/EC on measures to protect against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community (OJ L 169, 10.7.2000, p. 1 with latter changes);  OJ Polish issue c.3, v.29, p.258 with latter changes) hereinafter referred to as “the Directive 2000/29/EC”.

Within the framework of the Programme, methods for integrated plant protection will be developed for major crops namely cereal cultures, maize, oilseed rape, sugar beet, and for some  minor crops.
